Offshore Wind Evidence and Change Programme

Our £50 million investment in the Offshore Wind Evidence and Change Programme funds a range of projects to de-risk and accelerate the delivery of clean offshore technologies and supports the UK’s position as one of the most attractive places to invest in offshore renewables, whilst enabling our marine and coastal ecosystems to thrive.  

OWEC projects target knowledge gaps and paint an ever-fuller picture of the whole of the seabed and its many interdependencies. This enables Government, regulators and industry make more informed decisions and choices, and helps to underpin accelerated and efficient processes.  

Since its inception, the programme has already played a role in influencing policy decisions, providing valuable insights that contribute to more informed and effective regulations. Findings from projects are hosted on our Marine Data Exchange, a world leading, first of its kind resource of marine industry survey data, research, and evidence. The Offshore Wind Evidence and Change Programme is led by The Crown Estate, in partnership with the Department for Energy Security and Net Zero (DESNZ), and the Department for Environment, Food and Rural Affairs (Defra). It brings together a coalition of 26 government organisations, industry bodies, and environmental NGOs to collaborate and act as agents for change in the face of climate and biodiversity crises.
