Stuart Allan, BSc (Hons), PGDip, MCIPD
Head of HR
Stuart Allan joined The Crown Estate in 2015 with responsibility for leading the HR team as we continue delivery of our ambitious people agenda. He has a track record of influencing and managing change across different industry sectors and organisational cultures from FTSE 100 companies to smaller LLPs. His specialities include change management, talent management, employee engagement and organisational design.
Stuart was previously Group HR Director of Hammerson plc where he had accountability for all aspects of HR strategy and delivery, reporting to the Group CEO and supporting Hammerson’s transition to a retail property specialist.
Mandeep Bhatti, BA (Econ), FCCA
Head of Audit and Risk
Mandeep Bhatti joined The Crown Estate in October 2012 after more than 11 years' experience at Ernst & Young LLP.
Mandeep is a qualified accountant with experience of internal audit and risk management, particularly in the property industry. He is a member of the Real Estate Heads of Audit Forum. Prior to joining The Crown Estate he worked as a Senior Manager in Ernst & Young's risk advisory business, with day to day responsibility for a number of internal audit partnerships across the FTSE 250 and central government. Mandeep qualified with the National Audit Office as an external auditor.
Mandeep's main responsibility is managing the audit and risk function, providing assurance over internal control and delivery of risk management activity.
Claudine Blamey, MSc, MICRS
Head of Sustainability and Stewardship
Claudine joined The Crown Estate in 2012 and is responsible for Sustainability and Stewardship strategy and activity. Claudine is also the Chair of the Institute of Corporate Responsibility and Sustainability (ICRS), the UK’s first professional body for everyone working in CR and sustainability and Board Member of Business in the Community.
Before joining The Crown Estate, Claudine was Head of Sustainability at SEGRO and before that Director of Corporate Responsibility at British Land. Her first CR role was as Environment Manager at Honda.
Claudine was previously a Board member of the UK Green Building Council (UKGBC) and Chair of its Policy and Communications Committee.
Claudine’s role involves integrating sustainability into fabric of the business, as a part of business strategy and practice.
Adam Bray, BA, MA, MCIPR
Head of Brand and Marketing
Adam Bray joined The Crown Estate in 2011.
He is a marketing and communications professional with experience in both agency and client-side roles across the private and public sector. He specialises in destination marketing.
Adam previously worked for global advertising agency Lowe Worldwide before moving to English Heritage where he delivered major investment projects across London and the south east. He is currently also a Board Member of the Tourism Society.
Malcolm Burns, BSc, MRICS
Rural and Coastal Portfolio Manager – Wales and West England
Malcolm joined The Crown Estate in October 2012, and is responsible for the management of the rural and coastal portfolio throughout Wales and the west of England, as well as minerals and renewable energy projects across the portfolio.
Prior to joining The Crown Estate, Malcolm was Land Strategy Manager at the Co-operative Group, where he was responsible for the strategy, management and development of the Group's extensive rural assets. As well as leading on a variety of development projects, this role also included advising the group's farming business on land and property issues.
James Cooksey, BSc (Hons), MRICS
Director of Central London
James joined The Crown Estate in March 2009 as Head of St James’s and the Regional Portfolios. He previously worked for Norwich Union/Morley Fund Management for over 10 years having held a number of posts, including Fund Manager for The Aviva Staff Pension Fund and Head of European Multi Manager.
Since joining The Crown Estate James has played a key role in driving activity across the St James’s and Regional Portfolios, in particular developing the business’s joint venture partnerships with Healthcare of Ontario Pension Plan (HOOPP), Oxford Properties and most recently Gingko Tree, and re-positioning the Regional Portfolio towards dominant/prime retail.
In 2015 James was promoted to Director of Central London, giving him overall responsibility for the Regents Street & St James’s portfolio’s, which combined have a total value of £5 billion.
James holds a 2:1 degree in Land Management, is a member of the IPF, has passed the full IMC, and is also Chairman of the Westminster Property Association.
Bob Dawson, MRICS
Head of Asset Management - Regent Street, Central London
Bob joined The Crown Estate in 1989 and is currently Head of Asset Management for Regent Street.
A chartered surveyor and member of BCSC, Bob is responsible for delivery of the Regent Street portfolio's day to day business plan objectives, reporting both to The Crown Estate and our investment partner Norges Bank Investment Management. The partnership portfolio is valued at close to £5 billion.
Bob has previously represented The Crown Estate as a Director of the Heart of London Business Alliance and currently is a Business Director, and treasurer, to the Mayfair Neighbourhood Forurm, which is seeking to draft a new local plan for Mayfair.
Huub den Rooijen, MSc
Director of Energy, Minerals and Infrastructure
Huub joined The Crown Estate in 2012 as Head of Offshore Wind, and was appointed as Director of Energy, Minerals and Infrastructure in November 2015.
Huub continues to lead the offshore wind team in addition to overseeing ocean energy, marine aggregates, carbon capture and storage, and infrastructure including cables and pipelines.
Huub has worked in the renewable energy sector with Shell Renewables since the late nineties, where he was responsible for its first offshore wind projects. He was Director for the Shell joint venture that developed the first offshore wind farm in the Netherlands, and thereafter worked with UK consultants PMSS. Prior to moving to renewables, he worked with Shell in oil and gas in The Hague, Houston and London.
He holds a degree in astrophysics from Utrecht University in the Netherlands.
Roy Evans, MSc
Head of Corporate Operations
Roy joined The Crown Estate in 2007 after many years' experience in both the oil and gas and construction industries.
Early projects included involvement in the development of a long-term commercial strategy for the marine portfolio (now Energy, Minerals and Infrastructure). He guided a number of key investments within the portfolio and developed the Round 3 offshore wind programme, securing an active investment in excess of £100 million.
Roy led the integration of the rural and coastal teams and acted as Interim Director of the new portfolio. Now Head of Corporate Operations, he is working directly with the Chief Executive in helping to formulate and manage our vision and corporate strategy, to support on corporate risk management and to deliver special projects across the business.
Anthea Harries, BSc (Hons), MRICS
Portfolio Manager - St James's, Central London
Anthea joined The Crown Estate as the Portfolio Manager for St James' in March 2011.
Anthea manages the £2.2 billion St James' portfolio, in the heart of the West End, as well as the rest of central London portfolio, which is valued at £470 million. The St James' team is focused on driving revenue and capital performance, through acquisitions, disposals and core asset management initiatives to ensure St James's remains a world class business and shopping destination.
Anthea was previously at The British Land Company plc, where she worked for 10 years on the West End and City portfolios. She is a Chartered Surveyor, with a degree in Estate Management from Northumbria University.
Neil Jacobson, BSc (Hons), MRICS, PGCE
Rural and Coastal Portfolio Manager – South, Rural and Coastal
Neil is the Portfolio Manager for the rural and coastal assets in the south of England. His role entails optimising the diverse assets in the Rural & Coastal portfolio, which includes agricultural land, commercial properties and much of the foreshore from Kent to north Somerset. He is a chartered surveyor (Marine Resource Management).
He has worked at The Crown Estate for over 25 years, including several years in the Urban team, managing the diversification portfolio, but his expertise is foremost in marine management, working with the marine team, latterly as the Head of UK Coastal Operations.
Ken Jones, BSc (Hons), FRICS, FAAV
Director of Rural and Coastal
Ken joined The Crown Estate in November 2012 following a 31-year career at Savills. At Savills, he headed up portfolio valuation and agricultural investments with clients including the Church Commissioners, the Duchy of Lancaster and The Crown Estate. A Chartered Surveyor by profession, he is responsible for the strategic development and management of agricultural, mineral and forestry estates, including rural residential and commercial interests, as well as the only Royal Park within The Crown Estate portfolio, the Windsor Estate, and over half the foreshore around the UK.
He is a Liveryman of the Worshipful Company of Farmers.
Alan Meakin, BSc, DipPropInv, MRICS
Investment Strategy Manager
Alan joined The Crown Estate in 1986 and has been the Investment Strategy Manager since 2004.
The team is responsible for organising the valuation of the entire Crown Estate, measuring its performance, assessing individual investment proposals, forecasting portfolio performance and formulating the investment strategy.
Alan has a broad knowledge of The Crown Estate garnered through his time working on the marine, urban regional and Regent Street portfolios. His experience ranges from the development of Cambridge Business Park, the introduction of Regent Street Direct to manage Regent Street and developing The Crown Estate's investment strategy.
He holds a postgraduate diploma in Property Investment and is a member of the RICS.
Hannah Milne, MA
Director of Regional Portfolio
Hannah joined The Crown Estate in January 2011 and is Director of the Regional Portfolio, which is principally invested in prime dominant retail and leisure outside London and now totals £2.2 billion.
Hannah is focused on delivering revenue and capital performance through active asset management of the portfolio. Previously with Knight Frank and BNP Paribas, she has over 20 year's transactional experience in the investment markets and also takes responsibility for investment transaction executions on the portfolio with the principal aim of re-orientating the portfolio towards our core sectors.
She is a chartered surveyor with a MA from Cambridge University in Modern Languages.
Colin Mooney, CMIOSH
Head of Health and Safety
Colin Mooney joined The Crown Estate in 2014 after more than six years at NATS and eight years with Virgin Media.
Colin is a chartered member of the Institute of Occupational Safety and Health with over fifteen years’ experience in a variety of industries including, construction, electrical engineering, telecommunications, air traffic control and television production.
Colin is responsible for monitoring health and safety performance across The Crown Estate and the development and implementation of the health and safety strategy. Colin is also responsible for ensuring the health and safety management system is compliant with OHSAS 18001 and that risks are effectively managed.
Andrew Payne, BA, MCIPR
Head of Corporate Affairs
Andrew Payne joined The Crown Estate in 2004, after three years working in government relations for a global technology company, and prior to that for a Member of Parliament. As Head of Corporate Affairs, he leads the team responsible for public affairs and stakeholder engagement, internal communications, media relations, customer experience and crisis preparedness.
The team drives value for the business by managing the reputation of our assets locally, regionally and nationally; delivering consultation and engagement programmes to support development and asset management; shaping our culture and staff engagement; and delivering our customer experience strategy.
Ronnie Quinn, LLB, DipLP
General Manager, Scotland Portfolio
Ronnie is General Manager of The Crown Estate’s Scotland Portfolio, and leads the business in Scotland under the authority of the Scottish Management Board.
Ronnie also leads on UK Ocean Energy Scottish Energy and Infrastructure projects from our Edinburgh office. He has extensive experience within the electricity industry. Prior to joining The Crown Estate he was a consultant advising on electricity market restructurings, price controls and transmission policies. Previously he had roles as Managing Director of Scottish Electricity Settlements Ltd and (non-executive) Director of the MRA Service Company.
Ronnie is a graduate of Strathclyde University (LLB).
Paul Sedgwick, BSc Hons, MRICS
Deputy Ranger, Windsor Great Park
Paul was appointed Deputy Ranger of the Windsor estate in August 2014, and manages a team of around 200 covering activities such as property management, tourism, horticulture, marketing, grounds maintenance and forestry. Paul reports to the Ranger of the Great Park, HRH The Duke of Edinburgh and also to Ken Jones, Director of Rural and Coastal portfolio.
As Deputy Ranger, Paul sits on a number of committees including being a governor of the Royal School, a committee member of the Royal Chapel Committee, The York Club, the Royal Windsor Horse Show, Windsor Park Equestrian Club and the Royal Forest Agricultural Association.
He is a qualified chartered surveyor and was previously a partner with Strutt and Parker. He has managed the Duke of Wellington’s Stratfield Saye estate and Lord Iliffe’s estate at Yattendon. During Paul’s tenure Yattendon won the highly prestigious RASE’s Bledisloe gold medal for a range of successful diversification projects and a commitment to improving the rural environment.
Ian Selby, BSc, PhD, MBA
Head of Minerals and Infrastructure; Energy, Minerals and Infrastructure
Ian joined The Crown Estate in 2009 and is responsible for the minerals, dredging, cables and pipelines portfolio, and the carbon capture and storage and natural gas storage in Energy, Minerals and Infrastructure. He also leads on major infrastructure development, for example barrages.
Prior to joining The Crown Estate, he was Operations & Resources Director at Hanson Aggregates Marine Ltd and has over 20 years' experience with a wide range of marine and coastal developments around the UK and abroad.
Ian has a BSc, PhD and MBA, is a Chartered Geologist and a Trustee and Non-Executive Director of Wessex Archaeology Ltd.
Paul Sharp, BSc, MBA
Head of the Planning and Commercial team, Energy, Minerals and Infrastructure
Paul Sharp joined The Crown Estate in 2009.
As Head of the Planning and Commercial team for the Energy, Minerals and Infrastructure portfolio, Paul is responsible for leading on policy, planning, consenting and commercial matters to support the sustainable revenue and capital performance of this £1bn value portfolio. The team uses expertise on policy, planning and consenting issues, engaging with stakeholders in the marine environment and offshore development, to help shape the policy and regulatory frameworks within which our customers operate. The team’s commercial role is to maintain and enhance the financial performance of established sectors and commercialise new opportunities through appropriate commercial strategies. Together the team help to manage the seabed and subsurface to enhance the value realized from offshore wind, wave and tidal energy, carbon dioxide sequestration, natural gas storage, marine minerals and infrastructure.
Prior to joining The Crown Estate, Paul started his career working as an exploration geologist for BP for nine years, based in the UK, Indonesia and the USA. Having gained an MBA from Cambridge University, Paul worked at EDF Energy for seven years, as Head of the Sustainable Solutions Commercial Development team, successfully concluding a number of PFI and PPP transactions, and working on wholesale trading, customer service, conventional, CHP and integrated renewables and private networks projects.
David Shaw OBE, FRICS
Head of Regent Street Portfolio, Central London
David joined The Crown Estate in 2002 and is Head of Regent Street Portfolio.
A Chartered Surveyor and member of BCSC and IPF, David is responsible for the £4.85 billion Regent Street portfolio. Since 2002 Regent Street has undergone major redevelopment, and David has overseen the £1 billion investment programme including the Regent Street investment partnership with Norges Bank Investment Management.
David is also Chairman of The Pollen Estate and Chairman of the New West End Company Steering Group.
David was formerly property director of a Nomura subsidiary focused on real estate partnerships, a management board director of retailer the Burton Group responsible for retail planning and property and director of Rosehaugh subsidiary Shearwater.
Anne Thomas, FCA
Anne Thomas joined The Crown Estate in February 2008.
Anne is a qualified chartered accountant with considerable experience within the property industry. Prior to joining The Crown Estate she worked for British Land as head of fund accounting and before that for Pillar Property PLC as chief accountant. Previously, Anne worked at Arlington Securities and qualified with Pannell Kerr Forster.
Anne reports directly to John Lelliott, Finance Director. Her main responsibility is managing the integrity and reliability of all aspects of financial reporting both internally and externally.
